INFORMATION ABOUT OPERATIONAL POLICY DUE TO THE IMPACT COVID-19 OUTBREAK

Thank you very much for your continued and loyal support of Garuda Indonesia. Garuda Indonesia has taken a number of anticipatory steps and issued related policies in response to the outbreak of the Novel Coronavirus (COVID-19) in order to maintain a safe, secure environment for its customers, cabin crew and other employees.

Passenger & Document Requirements  

Garuda Indonesia ensures that it fully supports the Indonesian Government policy as well as local governments in order to prevent the spread of COVID-19 in Indonesia which stated in:

  • Ministry of Transportation Regulation No. 25 of 2020 concerning Transportation Control during the Eid Al-Fitr Season in the framework of prevention the spread of COVID-19
  • Gugus Tugas Percepatan Penanganan COVID-19 (COVID-19 Handling Acceleration Force) letter SE No. 5 of 2020 concerning People Movement Restrictions
  • Ministry of Health letter SE No. HK.02.01/MENKES/313/2020 concerning Health Protocol for Handling the Return of Indonesian Citizens & Arrival of Foreigners in the State Entrance and PSBB Regions
  • Bali Governor Letter No. 550/3563/Dishub concerning Passengers Control in Bali Entrance
  • DKI Jakarta Governor Regulation No. 47 of 2020 concerning Restrictions of Entering/Exiting DKI Jakarta Province in the framework of prevention the spread of COVID-19

Categories of people that are allowed to travel are as follows:

  1. International Flight
    1. Outbound Indonesia: requirements should refer to the state destination provision of the authorities which are provided on the IATA Travel Center here
    2. Inbound Indonesia: Exemption policy of foreigners that are allowed to enter Indonesian territory refers to the Regulation of Minister of Law and Human Rights No.11 of 2020, click the button (Travel Restrictions to Indonesia) below for detailed information.
      While there are no restrictions for Indonesian Citizens if it follows the document requirements.
  2. Domestic Flight
    • A person who works for Government Organization or Private Sectors who perform these services:
        -  COVID-19 Handling Acceleration Services
        -  National Defense, Security & Public Order Services
        -  Health Care Services
        -  Basic Needs Services & Support
        -  Key Economic Function Services 
    • Patients who need urgent health care/a person whose imminent family member is seriously ill
    • Condolences visit to an imminent family member
    • Special repatriation flight operations for the repatriation of Foreign Citizens, Indonesian Migrant Workers, Indonesian Citizens, Indonesian Students or special repatriation with government permits to a domestic destination

  1. Travel Endorsement from a Company/Institution
    • Public Civil Servants, Indonesian Army, Indonesian Police Force
      > Statement Letter to fulfill official duties/business trip that is authorized by the Official (min. Echelon 2)
      > Report of travel itinerary (departure schedule, activity rundown on the destination, return schedule
    • Employees of: State-Owned Enterprises, Regional Owned Enterprises, Task Forces, Non-Government Organization/Enterprises
      > Statement Letter to fulfill official duties/business trip that is authorized by the Director or Chief of the office
      > Report of travel itinerary (departure schedule, activity rundown on the destination, return schedule)
      > For passengers who don’t represent Government Organization or Private Sectors must include Statement Letter with a duty stamp authorized by the local Headman/Head of Village (Lurah/Kepala Desa)
    • Patients who need urgent health care/a person whose imminent family member is seriously ill
      > Reference letter from a hospital for the patient who needs urgent health care on the destination
    • Condolences visit an imminent family member
      > Family’s member death certificate
    • Repatriation of Indonesian Migrant Workers, special repatriation with government permits to a domestic destination
      > Reference Letter from Badan Perlindungan Pekerja Migran Indonesia (BPPMI)or Indonesian Government Representatives.
    • Repatriation of Indonesian citizens, special repatriation with government permits to a domestic destination
      > Reference Letter from Indonesian Government Representatives
    • Repatriation of Indonesian Students abroad, special repatriation with government permits to a domestic destination
      > Reference Letter from University or School
    • Repatriation of Foreign Citizens from domestic destination with the country of origin as the end destination
      > The end destination is required to be the same as passport domicile
  2. Travel Statement Letter in Accordance with COVID-19 Control in Indonesia

  3. Health Certificate with a non-reactive Rapid Test result
    in Bahasa Indonesia or English with maximum 3 days validity from the health facility issuance. If the Health Certificate as required on the above table cannot be provided by the passenger, there will be consequences and actions taken based on the airport authority measures.
  4. Health Certificate with a negative PCR/Swab Test result
    With a maximum 7 days validity from the health facility issuance.
    - Domestic Flight: in Bahasa Indonesia or English
    - International flight: in English
    If the Health Certificate as required on the above table cannot be provided by the passenger, there will be consequences and actions taken based on the airport authority measures.
  5. Bali Health Alert Form
    This form is required for all passengers with I Gusti Ngurah Rai Airport (DPS) as the end destination, it can be accessed on Bali local government page here.
  6. DKI Jakarta Entry/Exit Permit (SIKM)
    This letter is required for all passengers with Soekarno Hatta International Airport (CGK) as the end destination. More information regarding this permit can be accessed on DKI Jakarta local government page here.

Policy for Passengers to Wear Masks Onboard & in Airport Area

Garuda Indonesia requires passengers to put on a reusable non-medical mask at the airport and during flight.

Garuda Indonesia also urges passengers to prepare their own masks as well as own personal hygiene kits according to their individual needs before the flight.

Electronic Health Alert Card

Passengers with a flight destined to Indonesia and domestic flights within Indonesia are required to fill a Health Alert Card. For more convenience, now it is also available E-HAC (Electronic Health Alert Card) app for Android smartphone users that can be downloaded here. For those who don’t have the E-HAC app, Health Alert Card will be given on-board before landing.

Other routes that are not included above are still operating, but there may be a frequency reduction or some flight number may not be operating, Garuda Indonesia will inform every passenger if any changes happen to their flight or you may frequently check your upcoming flight.

This policy will be applied for tickets which include Australia/South West Pacific sector (to/from) only:

  • Valid for tickets issued on/before 23 April 2020 with travel dates between 24 January 2020 – 30 June 2020

RESCHEDULE

  • Date change is permitted once without any rebooking fee
  • Reschedule without any additional charge applies only to the same route and same cabin of flight (regardless the fare class) to dates outside black-out period until 31 December 2021
  • If the new travel dates fall in black-out periods, fare and taxes differences apply

REROUTE

  • Reroute to other destinations is permitted once without any reissue fee
  • Ticket can be held in credit for a new travel date until 31 December 2021 (travel to be completed by this date)
  • Fares, surcharge and tax differences apply 

OPEN TICKET

  • If you haven’t decided on your new itinerary, you may extend your ticket validity until 31 December 2021
  • An extended ticket is allowed to be changed 1 time (by rescheduling/rerouting) with the new travel dates to be completed by 31 December 2021

REFUND

  • Full refund is offered in form of Travel Voucher and can be redeemed for future travel to be completed by 31 December 2021
  • Travel Voucher is non-refundable once issued. Travel voucher can be used for all GA products - ticket or any ancillary products (pre-seating/pre-paid baggage)
  • Travel Voucher can be redeemed for a different name, a power of attorney or statutory declaration and ID of the Travel Voucher owner is required upon ticketing
  • Passengers may still be entitled to a refund under the terms and conditions to the original form of payment with applicable cancellation fees
  • For tickets that have already been rescheduled/rerouted once, full refund by Travel Voucher (EMD Voucher) is permitted

NO SHOW FEE

  • No show fees apply on confirmed booking AUD160/ticket.  Booking must be cancelled 24 hours before the date of travel to avoid penalties

BLACK OUT DATES

  • Departure date between 18 December 2020 – 31 December 2020 and 06 May 2021 – 15 May 2021
  • Return date between 26 December 2020 – 07 January 2021 and 12 May 2021 – 23 May 2021

Garuda Indonesia has adopted a flexible policy regarding rescheduling and reroute mechanisms for all flight services domestic and international routes (except Middle East&Africa)

  • Valid for ticket issued on/before 23 April 2020 with  travel dates from 24 January 2020 - 01 June 2020

Further provisions:

  • You can choose between rescheduling or rerouting your flight for 1 time only without any rebooking fee
  • Reschedule without any additional charge applies only to the same route and same cabin of flight (regardless the fare class) to dates outside black-out period until June 30, 2021
    If the new travel dates fall on black-out period, fare differences and taxes apply
  • Reroute without any additional charge applies to a flight of equal or lesser value
  • If you haven’t decide your new itinerary, you may extend your ticket validity until June 30, 2021

  • Refunds is possible via travel voucher
    Travel voucher can be utilized for Garuda Indonesia flight ticket which valid until June 30, 2021 or other Garuda Indonesia products.

The Indonesian authorities have taken the following steps to further limit the risk of community spread in Indonesia with the restrictions on the visit of Foreign Citizens to enter Indonesia. The prohibition referred to in exempted from:

  1. Foreign citizens who hold Limited Stay Permits (KITAS) and Permanent Stay Permits (KITAP)
  2. Foreign citizens holders of Diplomatic and Service Visas
  3. Foreign citizens who hold Diplomatic Stay Permits and Official Stay Permits
  4. Medical aid, medical support, food and humanitarian reasons
  5. Transportation Crew
  6. Foreign citizens who will work on national strategic projects

As for foreign citizens with the above conditions can enter Indonesian territory by the following requirements:

  1. Provide a Health Certificate with non-reactive/negative COVID-19 result of PCR Test in English with a maximum of 7 days validity from the health facility issuance
  2. Has been 14 (fourteen) days in the region/country that is free of Covid-19 virus
  3. A statement of willingness to enter into quarantine for 14 (fourteen) days carried out by the government of the Republic of Indonesia

The above measures has been effective starting April 2, 2020 at 00:00 (Jakarta time GMT+7)

These measures are temporary and shall be evaluated pursuant to further development.

 

 

In-Flight Meal & In-Flight Entertainment Adjustments

As an effort to prevent the spread of Covid-19 through cross contamination, and to maintain the wellbeing of our customers and crew during the flights, Garuda Indonesia has adjust the in-flight meal services starting from April 15th to June 30th, 2020 on the following Domestic routes:

Garuda Indonesia also suspended the "Book Your Meal" service starting from April 1 to May 31st, 2020.

Furthermore, Garuda Indonesia also temporarily removed pillow and reading materials such as newspapers and magazines during the flight to avoid using items with high-touch surfaces.

Aircrafts Hygiene

Garuda Indonesia is strengthening the preventive action towards the spread of COVID-19 by disinfecting aircraft to assure its cabin cleanliness as well as doing sterilization to kill all germs and viruses. Disinfection was done particularly to the fleets which previously served China Mainland routes and applied thoroughly to the cabin areas that directly contact passengers, for instance, lavatory, seat, tray tables, headrest, seat armrests, overhead compartment, and galley.

Before each departure, Garuda Indonesia also stepping up deep daily cleaning and transit cleaning to mitigate any risks related to the outbreak.

Aside from that, our preventive action was also carried out through replacement HEPA (High-Efficiency Particulate Air) filters on the aircraft which previously served China routes. HEPA filter is a cabin air filter system that has been equipped in all Garuda Indonesia fleets. The aircraft filtration systems in cabins can filter 99.999 percent of dust particles and airborne contaminants such as viruses and bacteria ensuring the highest possible quality of cabin air.

Passengers Health & Social Distancing

The cabin crew also required to check their health condition before and after duty. Other than that, our cabin crew wears masks and hand gloves when serving.

Garuda Indonesia is actively educating passengers to take care of their health especially when they are about to have a flight, to ensure it we also check your body temperatures upon boarding. We also provide hand sanitizers on every touch-point pre-flight and onboard.

We also highly put our efforts to implement social distancing for our passengers on board by giving an empty seat between each passenger.
