インドネシア入国に関して
インドネシア入国に際して3月17日に特別対応が発表され、3月20日午前0時（インドネシア西部時間、ジャカルタ時間）以降入国の方から新しい入国規制が適用されます。
- 日本を含むすべての国に対する短期滞在の査証免除（BVK）、入国時一時在留査証（VOA）、外交公用査証免除が全ての国に対して1か月間停止されます。インドネシアに入国する場合は、事前にインドネシアの在外公館で目的に沿った査証を取得する必要があります。査証申請の際には保健当局（Health Authorities）が発行する健康証明書（Health Certificate）の提出が必要です。
日本では、東京のインドネシア大使館と大阪のインドネシア領事館で査証（VISA）を申請できます。 - 直近の過去14日間にイラン、イタリア、バチカン、スペイン、フランス、ドイツ、スイス、英国に滞在歴のある外国人の入国・トランジットが禁止。日本人を含む外国人でこれらの国々に直近の過去14日間に渡航した人はインドネシアに入国できません。
- 現行の中国、韓国に対する規制は引き続き維持されます。（中国については、3月2日付、韓国については3月5日付のお知らせ）。
- 現在海外に滞在している暫定一時滞在許可（KITAS）および定住許可（KITAP）保持者の再入国許可が失効する場合は、法務人権大臣令2020年第7号に沿って手続きが行われます。
- 健康証明書は、日本国内の保健当局 / クリニック/ 病院 / 国立病院 / 検疫所が発行した英文健康証明書*です。（自由書式 / 決まった書式はありません。インドネシア到着7日以内に発行されたもの。）
※尚、健康証明書は空港チェックイン時や入国手続きの際などにも提示を求められることがあるようですので、渡航の際に必ず原本又はコピーを携行なさって下さい。
* 健康証明書には航空機旅行に適した健康状態で呼吸器の感染症（発熱、咳、のどの痛み、くしゃみ、呼吸困難）にかっかていない旨を英語で記載が必要です。

〔インドネシア共和国入国制限要件の書面とその簡易日本語訳〕

- インドネシア政府は急増している新型コロナウィルスについて引き続きWHOの最新情報を注意深くフォローします。
- 新型コロナウイルス感染国の増加に鑑み、政府はインドネシア国民に対し不要不急な海外渡航を制限するよう強く求めます。
- 現在海外渡航中のインドネシア国民には、帰国便にこれ以上の困難が生じる前に速やかにインドネシアに帰国するようアドバイスします。
- 多くの国が、人の移動に制限を設ける政策を制定してる。全てのインドネシア国民は、Safe Travel Application（インドネシア外務省の海外渡航安全情報アプリ）の情報を引き続き注意深くフォローするか、最寄りの在外インドネシア大使館のホットラインにお問い合わせください。
- インドネシア政府は、全ての国からの訪問者・旅行者について、査証免除（BVK）、入国時一次査証（ビザ・オン・アライバル）、外交・公用旅券の査証免除を1ヶ月間停止を決定しました。
- インドネシア訪問を希望する全ての外国人/旅行者は、在外インドネシア大使館や領事館などの公館において、目的に応じた査証を取得しなければなりません。査証申請に際し、申請者は各国の保健当局（Health Authorities）が発行した健康証明書（health certificate）を提出しなければなりません。
- これに加えて、以下の国には特別な措置を適用します。
まず、中国については、2月2日の外務大臣発表及び法務人権大臣令（2020年第7号）が引き続き有効です。 - 第2に、韓国の大邱広域市及び慶尚北道に対しては、2020年3月5日の外務大臣発表が引き続き有効です。
- 第3に、以下の地域からの渡航及び、その地域に渡航の14日前までに滞在していた場合は、インドネシアへの入国及びトランジットの禁止。
a. イラン
b. イタリア
c. バチカン
d. スペイン
e. フランス
f. ドイツ
g. スイス
h. 英国 - 第4に、全ての訪問者・旅行者は、インドネシアの国際空港に到着する前に健康申告書（Health Alert Card）を記入し、空港保健所に提出する義務があります。
- 過去14日以内に上記の国々に渡航歴がある場合は、当該人物はインドネシア入国を拒否されます。
- 第5に、上記の国々に渡航したインドネシア国民は、インドネシアに到着時、空港保健所で追加的な検査を受ける。
- COVID-19の初期症状がある場合は、追加的検査を受け、政府の機関で14日間の観察に置かれます。
- COVID-19の初期症状がない場合は、当該人物は、14日間の自主的隔離を行う。
- インドネシアに滞在する外国の訪問者・旅行者の滞在許可が失効し、同許可を延長する場合、その手続きは法務人権大臣令（2020年第7号）に沿って行われます。
（本大臣令第5条によると、帰国するための航空便がない場合、（1）パスポート、（2）査証あるいは滞在許可、を添えて入国管理局に延長申請できるとされています。） - 一時滞在許可（KITAS）・定住許可（KITAP）保持者、及び外交・公用滞在許可保持者で、現在外国に滞在し、再入国許可が失効する場合、その手続きは法務人権大臣令（2020年第7号）に沿って行われます。
（注：本大臣令第6条によると、（1）現地の保健当局が発行する新型コロナウイルス非感染証明書（英文）の提出、（2）インドネシアに入国する以前の14日間に新型コロナウイルス非感染地域に滞在したこと、あるいはインドネシア政府による14日間の隔離を受ける用意があることを宣言することをもってインドネシア在外公館から再入国許可を取得することができるとされています。） - 本措置は、3月20日0時（インドネシア西部時間）から効力を発します。
- 本措置は暫定的なもので、状況の変化に応じて見直しされます。
到着時に提出する健康状態通知カードの記載と提出に変更はありません。このカードは機内もしくは到着時に配布されています。

◆日本国政府及び各空港の案内
下記に該当する方につきましては、3月11日午前0時（日本時間）から当分の間入国できません。
- 中華人民共和国湖北省又は浙江省発行の中国旅券を所持する外国人
- 日本到着時前14日以内に以下の地域に滞在歴がある外国人
（1）中華人民共和国：湖北省、浙江省
（2）大韓民国：大邱広域市、慶尚北道の慶山市、安東市、永川市、清道郡、漆谷郡、義城郡、星州郡、軍威郡
（3）イラン・イスラム共和国：コム州、テヘラン州、ギーラーン州、マーザンダラン州、イスファハン州、アルボルズ州、マルキャズィ州、ガズヴィーン州、セムナーン州、ゴレスタン州、ロレスタン州
（4）イタリア共和国：ロンバルディア州、ヴェネト州、エミリア・ロマーニャ州、マルケ州、ピエモンテ州
（5）サンマリノ共和国
（注）上記2-（3）（4）及び（5）については、2020年3月11日午前0時（日本時間）前に外国を出発し、同時刻以降に本邦に到着した外国人については、対象としない。
下記につきましては、3月9日午前0時（日本時間）から3月末日までの間検疫の強化、航空機の到着空港の限定及び査証の制限等実施されます。
- 検疫の強化
中国（香港及びマカオを含む。以下同様。）及び韓国からの入国者に対し、検疫所長の指定する場所で14日間待機し、国内において公共交通機関を使用しないことを要請。 - 航空機の到着空港の限定等
（1）航空機：中国又は韓国からの航空旅客便の到着空港を成田国際空港と関西国際空港に限定するよう要請。
（2）船舶：中国又は韓国からの旅客運送を停止するよう要請。 - 査証の制限等
（1）中国及び韓国に所在する日本国大使館又は総領事館で発給された一次・数次査証の効力を停止。
（2）香港及びマカオ並びに韓国に対する査証免除措置を停止。
（3）中国及び韓国からの観光客による来日の自粛を要請。 - 水際対策に関する日中韓を始めとする国際協力の強化

下記に該当する方につきましては、2020年3月3日現在、特別な事情がない限り、日本に入国することができません。
- 日本到着時前14日以内に大韓民国の「大邱広域市」及び「慶尚北道清道郡」における滞在歴がある外国人
- 日本到着時前14日以内に中華人民共和国湖北省又は浙江省における滞在歴がある外国人
- 中華人民共和国湖北省又は浙江省発行の中国旅券を所持する外国人
Coronavirus Notification from Japanese Government
As of 11th March 2020, following travel restriction changes has been applied to passenger who would like to enter Japan.
Measures by the Government of Japan
Foreign nationals who hold a Chinese passport issued by Hubei/Zhejiang Provinces or who have visited following countries or areas within 14 days of arrival in Japan will not be able to land in Japan except under special circumstances for the time being:
- Hubei Provinces in China (effective from 0:00AM Feb 1 JST)
- Zhejiang Provinces in China (effective from 0:00AM Feb 13 JST)
- Daegu City/Cheongdo County in North Gyeongsang Province in Republic of Korea (effective from 0:00AM Feb 27 JST)
- Gyeongsan/Andong/Yeongcheon City, Chilgok/Uiseong/Seongju/Gunwei County in North Gyeongsang Province in Republic of Korea (effective from 0:00AM Mar 7 JST)
- Kom/Tehran/Gilan Provinces in Iran (effective from 0:00AM Mar 7 JST)
- Alborz/Isfahan/Qazvin/Golestan/Semnan/Mazandaran/Markazi/Lorestan Provinces in Iran (effective from 0:00AM Mar 11 JST)
- Veneto/Emilia-Romagna/Piedmont/Marche/Lombardy Provinces in Italy (effective from 0:00AM Mar 11 JST)
- Republic of San Marino (effective from 0:00AM Mar 11 JST)
Below two measures will be effective from 0:00AM Mar 9 JST.
- Foreign nationals arriving in Japan from mainland China, Hong Kong, Macao and Republic of Korea will be asked to first stay at designated facilities for 14 days, and to avoid using any public transportation while staying at the designated facilities.
- By air: Arrival destinations for aircraft from mainland China and Republic of Korea will be limited to Tokyo Narita (NRT) and Osaka Kansai (KIX) international airports.
- By sea: Ship transportation of passengers from China and Republic of Korea will be suspended.
- Single Entry Visa Temporary and Multiple Entry Visas that have already been issued by Embassy & Consulates General of Japan in China or Republic of Korea until Mar 8, will be canceled. Visa Exemption will be suspended for foreign nationals Hong Kong, Macau in China, and Republic of Korea.

Coronavirus Notification from Indonesia Government as of 17th MAR 2020
As of 17th March 2020, following travel restriction changes has been applied to passenger who would like to enter Indonesia.
Additional Measures of The Indonesian Government in Relation to Covid-19 Response 17 Mar 2020
- The Government continues to follow closely WHO situation report on the spread of Coronavirus.
- Given the increasing number of countries affected by COVID-19, the Government advises all Indonesian citizens to restrict non-essential outbound travels.
- For Indonesian citizens currently travelling abroad, it is advised to return to Indonesia at the earliest possible time to avoid further travel disruptions.
- A number of countries have enacted policies to restrict the movement of persons. All Indonesian citizens are requested to monitor closely information available through the Safe Travel Application or contact the hotline of the nearest Indonesian Mission.
- The Indonesian government has suspended its visa exemption policy for short-stay visit, visa-on-arrival and diplomatic/service visa-free facilities for all countries, for a period of 1 month.
- All foreigners/travelers who wish to visit Indonesia must obtain a visa from Indonesian missions in accordance with the purpose of their visit. Upon submission, applicants must provide health certificate issued by relevant health authorities from their respective countries.
- In addition, a number of country-specific policies are as follows:
First, measures for visitors from China remain in effect, in accordance with the Statement of the Minister for Foreign Affairs on 2 February 2020 and the Regulation of the Minister of Law and Human Rights Number 7 of 2020 - Second, measures for visitors from South Korea, Daegu City and Gyeongsangbuk-do Province remain in effect, in accordance with the Statement of the Minister for Foreign Affairs on 5 March 2020.
- Third, deny entry or transit to Indonesia for visitors/travelers who have travelled to the following countries, in the last 14 days:
a. Iran;
b. Italy;
c. Vatican;
d. Spain;
e. France;
f. German;
g. Switzerland;
h. United Kingdom - Fourth, all visitors/travelers must complete and submit a Health Alert Card to the Port Health Authority upon arrival at Indonesian airports.
- Should the travel history indicate that a person has travelled to the countries above in the last 14 days, such person may be refused entry to Indonesia.
- Fifth, for Indonesian citizens who have travelled to the countries above, an additional screening shall be carried out by the Port Health Authority upon arrival:
a. If the additional screening shows initial symptoms of Covid-19, a 14-day observation in a government facility will be applied;
b. If no initial symptom is found, a 14-day self-quarantine will be strongly recommended. - The extension of Short Visit Pass for foreign travelers who are currently in Indonesia and have expired, shall be conducted in accordance with the Regulation of the Ministry of Justice and Human Rights No. 7 of 2020
- The extension of Residence Permit for holders of Temporary Stay Permit Card (KITAS)/ Permanent Stay Permit Card (KITAP) and holders of Diplomatic Visa and Service Visa who are currently overseas and will expire, shall be conducted in accordance with the Regulation of the Ministry of Justice and Human Rights no.7 of 2020
- These measures will take effect on Friday 20 March at 00.00 Western Indonesia Time (GMT+7).
- These measures are temporary and shall be evaluated pursuant to further development.
