With effect from 23:59hrs (SGT) on 22 December 2021, Garuda Indonesia will stop accepting new bookings for Vaccinated Travel Lane (VTL) flights from Jakarta to Singapore that are scheduled between 23 December 2021 and 20 January 2022 (both dates inclusive). Passengers with an existing confirmed booking on a VTL flight during this mentioned period, and have successfully applied for a Vaccinated Travel Pass (if applicable), are not affected by this directive and can proceed with their travel plans.
There is no change to existing VTL or test requirements, and travellers with existing bookings may enter Singapore quarantine free if they meet all VTL requirements.
Transit passengers are not affected by this directive. Passengers who wish to transit via Singapore on VTL flights during this period may continue to book their flights.

VTL Travelers Criteria

  • Stay at least 14 days in a country included in the VTL countries include Indonesia
  • Travel on a VTL flight (GA 836)
  • Have a certificate of full-dose vaccine (except for children under 12 years of age, allowed to fly with adults who have been vaccinated with the full dose)
  • Hold a negative COVID-19 PCR test result in English, taken within 48 hours before departure stating :
    1. Passenger’s name
    2. Date of birth or passport number
    3. Date and time where the test was taken and the name of the testing institution
  • Upon arrival at Changi Airport, Singapore, they will be tested again with the PCR & Antigen Rapid Test and self-isolate at their respective residences (6 - 24 hours) until the test results come out
  • From 3 December, travellers will also be required to take two Covid-19 Antigen Rapid Tests (ART) at a Quick Test Centre (https://go.gov.sg/QTC-ART-testing) on Day 3 and Day 7 of their arrival
  • From 06 December, days, 2, 4, 5 and 6, travellers are required to self-administer an ART at your place of accommodation and upload the test results online using the link sent to you after arrival in Singapore. Travellers must test negative on their self-administered ART before going out for activities on that day

COVID-19 Test

All travelers must undergo the following COVID-19 tests:

  1. Pre-Departure Test shows a negative result of PCR or Antigen Rapid Test within two (2) days before leaving for Singapore.
  2. On Arrival, PCR Test at Changi Airport, Singapore, and continue to self-isolate until the test results are confirmed negative.
  3. Post-arrival self-administered ART tests are required from Days 2 to 7 (Your day of arrival is considered as Day 1)
  4. Days 2, 4, 5 and 7, you are required to self-administer an ART at your place of accommodation and upload the test results online using the link sent to you after arrival in Singapore
  5. Days 3 and 7, you are required to undergo a supervised self-administered ART at a Quick Test Centre https://go.gov.sg/QTC-ART-testing. Instructions for the dates of tests will be emailed to travellers upon their arrival in Singapore. The tests will be self-administered and supervised by an approved COVID-19 test provider. Each test will cost S$15 (inclusive of GST).
  6. You must be tested negative on your self-administered ART before you can leave your accommodation for that day. This does not apply on Day 3 and 7 when you are required to go to the centre for your supervised tests.
  7. Infant/Children aged 2 and below in this calendar year will be exempted from all Covid-19 tests. Children aged 3 to 12 must be accompanied by a caregiver, aged 21 years old and above. The caregiver may be required to help administer the test if the child is unable to do so.
  8. Children aged 2 and below in this calendar year are not required to undergo post arrival ARTs. Children aged 3 to 12 must be accompanied by a caregiver, aged 21 years old and above. The caregiver may be required to help administer the test if the child is unable to do so.
  9. If you are entering Singapore before 22 December 2021, 23;59hrs (Singapore time), the change in VTL conditions does not apply to you.


  • All VTL travelers must have been fully vaccinated with two doses according to WHO Emergency Use Listing (EUL) standards which can be checked at the following link https://safetravel.ica.gov.sg/health/vtsg.
  • Show proof of vaccination via PeduliLindungi app (for those vaccinated in Indonesia), TraceTogether or HealthHub app (for those vaccinated in Singapore), or other acceptable proof of vaccination listed on the SafeTravel website (for those who don't fall into the above categories)
  • Children under 12 years of age who are not vaccinated in the current calendar year can enter Singapore with VTL, but they must comply with all other VTL conditions and be accompanied by a fully vaccinated VTL traveler.

The following are some conditions that VTL travelers must meet:

  • Must apply for Vaccinated Travel Pass (VTP) at least 7-60 days before departure date, which can be accessed at this link https://safetravel.ica.gov.sg/arriving/overview
  • Non-Singapore Citizen/Permanent Resident (PR) needs to apply for Vaccinated Travel Pass (VTP). Singapore citizens (SC) and Permanent Resident (PR) who return to Singapore and have been fully vaccinated do not need to apply for VTP.
  • Singapore Citizens (SC) and Permanent Residents (PR) who have not been vaccinated, as well as Long Term Pass Holders (LTPH) who have received entry approval, can still travel to Singapore on Non-VTL flights. However, they will be subject to a Stay Home Notice (SHN) and carry out the test requirements that have been determined.
  • Tourists can self-isolate while waiting for the results of the PCR test at facilities in Residential Accommodation such as their own residence/apartment or in Non Residential Accommodation such as hotels or apartments that can accommodate guests who are self-isolating and in VTL settings.   • Travelers must download and register on the TraceTogether application, which can be downloaded on the Google Play Store or Apple App Store.
