INFORMATION ABOUT OPERATIONAL POLICY DUE TO THE IMPACT COVID-19 OUTBREAK

Thank you very much for your continued and loyal support of Garuda Indonesia. Garuda Indonesia has taken a number of anticipatory steps and issued related policies in response to the outbreak of the Novel Coronavirus (COVID-19) in order to maintain a safe, secure environment for its customers, cabin crew, and other employees.

Passenger & Document Requirements  

Garuda Indonesia ensures that it fully supports the Indonesian Government policy as well as local governments in order to prevent the spread of COVID-19 in Indonesia which stated in:

  • Satuan Tugas Penanganan COVID-19 (COVID-19 Handling Acceleration Force) letter SE Number 12 of 2021 concerning Travel Provisions Extension for Domestic People During the 2019 Corona Virus Disease (COVID-19) Pandemic
  • Satuan Tugas Penanganan COVID-19 (COVID-19 Handling Acceleration Force) letter SE Number 8 of 2021 concerning the Health Protocols for International Traveler in Corona Virus Disease 2019 (COVID-19) Pandemic Period

  • Regulation of the Minister of Transportation of the Republic of Indonesia Number 13 of 2021 concerning Control of Transportation during the Eid-al-Fitr Period of 1442 Hijriah in the Context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19)

Categories of people that are allowed to travel are as follows:

  1. International Flight
    1. Outbound Indonesia: requirements should refer to each destination country's policy and information on the government, embassy, and related authority's website or IATA Travel Center here and Satuan Tugas Penanganan COVID-19 (COVID-19 Handling Acceleration Force) letter SE Number 8 of 2021
      • According to the Singapore Authority, flight transit through Singapore Changi Airport is allowed under current terms and conditions.
      • According to the Thailand Authority, flight transit through Bangkok Suvarnabhumi Airport is temporary not allowed until further notice.
    2. Inbound Indonesia: Refers to SE Satgas Penanganan Covid-19 No 8 of 2021, must attach a medical certificate with a negative result of the PCR test results valid for a maximum of 3 x 24 hours from the date of issue by the health facility. The exemption policy of foreigners permitted to enter Indonesia clicks the button Travel Restrictions to Indonesia below for detailed information.
      While there is no restriction for Indonesian Citizens entering Indonesian territory, as long as it follows the document requirement. 
  2. Domestic Flight
    • Every person is eligible to travel as long as they refer to the provisions of the SE Task Force for the Acceleration of Handling COVID-19 No. 12 of 2021, SE of the Ministry of Transportation No.26 of 2021 and/or Local Government Provisions as shown in the table below. For departures from regions that do not have a COVID-19 test facility, may substitute it with a Health Certificate that shows symptoms-free of influenza-like illnesses issued by a hospital/community health center doctor.
    • According to The Task Force for the COVID-19 Handling Circular Number 13 of 2021, effective 06 – 17 May 2021, Journey during the holy months of Ramadan and Eid-al-Fitr 1442 Hijriah are required to have a print out of a written travel permit or Exit / Entry Permit (SIKM) to exit/enter DKI Jakarta and submit the Travel Statement in Controlling COVID-19 in Indonesia [download here

Health Certificate Validity
Based on the COVID-19 Handling Acceleration Force letter, the acceptable period of Health Certificates based on COVID-19 test type results are as follows:

  • Flights to Bali Island: health certificate of negative RT-PCR test results/negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure or a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport
  • Flights to Pontianak and Palangkaraya: health certificate of negative RT-PCR test results issued within a maximum period of 3 x 24 hours before departure
  • Flights to other destination: health certificate of negative RT-PCR test results, issued within a maximum period of 3 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure or a negative test result of GeNose C19 no later than 1 x 24 hours before departure if GeNose C19 service test is available at the Departure Airport unless there are special provisions from local authorities.
  • Starting April 1, 2021, passengers can use a negative result of the GeNose C19 Test at Departure Airports that have GeNose C19 Test service facilities as a travel requirement (unless special requirements from the government / local apply), Taking into account the limited quota of GeNose C19 at each airport. The following is a list of GeNose C19 service facilities that you can see here.
  • For flights 06-24 May 2021, can refer to the infographic which you can see on the following page.
  • For some destinations other additional/special requirements apply, detailed information in the table below.
  • Falsification of health certificate resulting from RT-PCR/rapid test antigen/test GeNose C19 and any supporting documents for air travel is against the law. Every violation will be subject to sanctions in accordance with applicable laws and regulations.

Additional Terms and Conditions for Passenger Travel During the Mass Exodus Period 6-17 May 2021
In connection with the issuance of the Circular Letter Task Force for COVID-19 Handling Number 13 of 2021 and the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 13 of 2021 concerning Control of Transportation during the Idul Fitri Period of 1442 Hijriah in the Context of Preventing the Spread of Corona Virus Disease 2019 (COVID-19), we hereby convey the following:

  1. Mass exodus temporary elimination as an effort to control mobility during the holy months of Ramadan and Eid-al-Fitr 1442 Hijriyah.
  2. Journey during the holy months of Ramadan and Eid-al-Fitr 1442 Hijriah are excluded for the following categories:
    1. Head of the Highest State Institution of the Republic of Indonesia and State Visit
    2. Representatives of foreign countries and representatives of international organizations in Indonesia
    3. Operational of law enforcement, order, and emergency services
    4. Travelers with urgent needs for non-mass exodus interests: 
      1. Work/business travel
      2. Sick family visit
      3. Family member mourning visit
      4. Pregnant woman and 1 family member as a companion, but for the purpose of childbirth, up to a maximum of 2 people can be assisted.
      5. Requires Health services.
  3. Travelers with urgent needs as stated above are required to have a print out of a written travel permit from the related institution or Exit / Entry Permit (SIKM) to exit/enter DKI Jakarta and submit the Travel Statement in Controlling COVID-19 in Indonesia [download here] ) as a condition for traveling with the following conditions:
    1. Exit / Entry Permit (SIKM) is a letter used as a requirement for people living outside Jabodetabek to exit/enter DKI Jakarta and is issued by the authorities with the aim of preventing a possible spike in new cases of COVID-19 infection.
    2. For employees of government agencies / State Civil Apparatus (ASN), employees of State-Owned Enterprises (BUMN) / Regionally Owned Enterprises (BUMD), Indonesian National Army soldiers, and Indonesian Police members, must attach a printed copy of a written permit from an Echelon II level official equipped with a wet sealed signature/electronic signature of the authorized official and the identity of the traveler
    3. For private employees, attach a printed written permit from the company's leader, complete with a wet-sealed signature/electronic signature of the company’s leader and the identity of the traveler.
    4. For informal sector workers, attach a printed written permit from the Village /Subdistrict head completed with a wet-sealed signature/electronic signature of the Village/subdistrict head and the identity of the traveler.
    5. For the non-working general public, attach a printed copy of a written permit from the Village/Sub-district head equipped with a wet-sealed signature/electronic signature of the Village/Sub-district head and the identity of the traveler.
    6. For pregnant women and their companions/individuals who need health facilities/individuals who make visits to sick families or grief visits of deceased family members:
      1. Worker: attach a printed certificate according to the work sector mentioned above and a printed reference letter completed with a wet-sealed signature / electronic signature of the related Hospital
      2. Non-workers: attach a printed travel permit certificate complete with a wet signature / electronic signature from the village / sub-district head and a printed reference letter equipped with a wet signature / electronic signature of the relevant Hospital
    7. For foreign citizens who will travel the connecting Domestic to International route, they do not need a travel permit, exit-entry permit and travel declaration letter for domestic travel if:
      1. Departing from Denpasar
      2. Do not exit the airport transit
        Foreign Citizen Passengers who are going to overstay and/or leave the transit airport still need a Travel Permit or Entry and Exit Permit and a travel declaration letter. For example:
        • Route Labuan Bajo - Jakarta - Amsterdam transiting at Jakarta (without exiting the airport or without overstaying) requires a travel permit or entry and exit permit and a travel declaration letter.
        • Route Denpasar - Jakarta - Amsterdam transits at Jakarta (without leaving the airport or without overstay), therefore foreign citizens do not need travel permits, entry and exit permits, and a travel declaration letter because the departure airport originates from Denpasar.
    8. Passengers who are foreign nationals / Indonesian citizens with the connecting International to Domestic route do not need a travel permit or an entry and exit permit (SIKM) from the transit airport to the final destination, but travel declaration is still compulsory for the travel. Travel permit or exit and entry permit (SIKM) required during the homecoming elimination period can be represented by a Quarantine Release Certificate.
  4. Travel permit / SIKM as referred to in point Number 3.a has the following applicable conditions:
    1. Applicable individually
    2. Valid for one round trip across cities / regencies / provinces / countries
    3. It is mandatory for adult travelers aged 17 years and over
  5. Arrangements related to domestic travel and international travel during a pandemic will remain in effect during the holy months of Ramadan and Eid al-Fitr in 1442 Hijriyah as stipulated in:
    1. Circular of the Task Force for the Acceleration of Handling COVID-19 Number 8 of 2021 concerning the International Travel Health Protocol during the 2019 Corona Virus Disease (COVID-19) Pandemic.
    2. Circular of the Task Force for Handling COVID-19 Number 12 of 2021 concerning Provisions for Domestic Travel during the Corona Virus Disease 2019 (COVID-19) Pandemic
  6. Checking of travel permit / SIKM documents and negative COVID-19 certificates with RT-PCR test / rapid antigen test / GeNose C19 test are carried out at arrival gates or control posts located in rest areas, major city borders, checkpoints (checkpoint), and the agglomeration area blocking point by members of the Indonesian Nationals Army / Police and Local Government (adjustable to the conditions of each arrival airport)
  7. In accordance with the provisions of SE Task Force Number 13 of 2021 and adjustable to the conditions of each arrival airport, it is informed that:
    1. Travelers are required to carry out self-quarantine for 5x24 hours except for the purpose of work / official travel, sick family visits, grief visits of deceased family members, pregnant women who are accompanied by 1 family member, for childbirth interest are a maximum of 2 people.
    2. The implementation of mandatory quarantine for trans-city / regency/province/country travelers for 5x24 hours at government facilities or hotels that are able to apply strict protocol discipline at independent costs. It is hoped that passengers will be informed about this.
  8. Travel Statement in Controlling COVID-19 in Indonesia 4.0 Referring to the development of regulations from regulators on the elimination of mass exodus in 2021, the format of the updated letter is adjusted to the development of regulations. The letter could be accessed by passengers on the Company's website via the following page here. Passengers will be informed through the Company's information media, thus, it is hoped that Passengers could prepare and complete the required documents before arriving at the airport. To anticipate passengers who have not brought a statement letter at the time they arrive at the airport, the airport is requested to prepare the attached documents as needed at the airport.
  9. The following are destinations that require the arrangement of Entry/Exit Permit:
    1. DKI Jakarta: https://jakevo.jakarta.go.id
    2. Maluku Province: offline at the Ambon City Hall Administration Service Unit and online through https://simcovid.ambon.go.id/home_beranda.
      Arrangements of entry/exit permits are only through the online system.
    3. Sorong: Sorong Task Force COVID-19 Handling which is located at Sorong Mayor's Office 1st Floor.

Additional Provisions for Passengers Travel in the Pre-Elimination of Mass Exodus Period (22 April – 5 May 2021) and Post-Elimination of Mass Exodus Period (18 May – 24 May 2021)
In connection with the issuance of Addendum of The Task Force for the COVID-19 Handling Number 13 of 2021, we hereby convey the following:

  1. Passengers are required to present a printed certificate showing negative results of the RT-PCR or rapid antigen or GeNose C19 test at the Departure Airport which samples are taken within a maximum period of 1 x 24 hours before departure to be a travel requirement and to fill out Indonesia's e-HAC.
  2. Children under 5 years of age are not required to take the RT-PCR or rapid antigen or GeNose C19 test as a travel requirement.
  3. If the passenger’s RT-PCR or rapid antigen or GeNose C19 test result is negative but the passenger shows symptoms, the passenger is then not allowed to continue their trip and required to carry out RT-PCR diagnostic tests and self-isolate himself while waiting for the results of the examination.

Domestic flights to Biak, Jayapura, Nabire, Timika (Papua Province) during the implementation of travel restrictions / traveling out of the area, during the holy months of Ramadan and Eid al-Fitr 1442 H (06-24 May 2021)
Referring to the Governor of Papua Circular Letter No. 003.2 / 4272 / SET, hereby we convey the flight requirements to Papua Province as follows:

  1. Travel Restrictions outside the area, during the holy month of Ramadan and Idul Fitri Year 1442 are exempted for:
    1. State Civil Servant (ASN), TNI, POLRI, and or BUMN / BUMD employees with urgent needs for working / official travel and not for mass exodus reason;
    2. Students who will take University admission test;
    3. Visit the sick;
    4. Visit the bereaved family and/ or childbirth reason.
  2. Travel provisions for exempted traveler mentioned in point 8.a are as follow:
    1. For flights In the elimination of the Eid al-Fitr mass exodus (6-17 May 2021), passengers are required to present the printed or hard copy of:
      • A negative RT-PCR test result within a maximum period of 3 x 24 hours before departure or
      • A negative Antigen test result within a maximum period of 2 x 24 hours before departure or
      • For flights during the post-elimination of mass exodus period (18 – 24 May 2021), Passengers are required to present the printed negative test result of RT-PCR/antigen with a maximum period of 1 x 24 hours before departure.
    2. Government employee or State Civil Servant: attach a print out of Assignment Letter signed by at least the Primary High Leadership Officer (Echelon II) or the Head of the Work Unit Office, or a written permit from the Civil Service Officer within the institution (refer to Secretariat Circular Papua Provincial Government Region No 440/4204 / SET)
    3. BUMN/ BUMD and private employees: attach a written travel permit with the reason for work/ official travel from the company signed with a wet signature / electronic signature of the official and prospective traveler’s identity card.
    4. Informal sector worker: attach a printout of a written travel permit for working and not mass exodus reason from the Head of the Urban Village with wet/ electronic signature of the Head of the Urban Village and prospective traveler’s identity card.
    5. Non-working community: attach a printout of a written travel permit due to work or other important reasons from the Head of the Urban Village with wet/ electronic signature of the Head of the Urban Village and prospective traveler’s identity card.
    6. Students who will take the university admission test outside Papua: attach a printout of a written permission from the Head of the Local Education Office and/ or Head of the Urban Village and letter as proof of taking the exam.
  3. The requirements stated in point 8.b only apply:
    1. Individually
    2. For one round trip across provinces/ countries
    3. Mandatory for travelers over 17 years of age
  4. Travelers are required to conduct self-quarantine for 5x24 hours except for business/ work trip, visit of the sick, visit for the bereaved family, expectant mother or childbirth reason accompanied by two people.
  5. Implementation of mandatory quarantine for transnational travelers, both Indonesian and foreign nationals for 5x24 hours at government facilities or hotels that are able to implement strict Health protocol disciplines at their own expense
  6. During the post-Eid al-Fitr mass exodus to Papua on 18-24 May 2021, The Covid-19 Task Force will conduct a strict control for travelers outside Papua and will conduct screening at the arrival gate. k. This provision Circular of Papua Governor No. 003.2/4272/SET is effective starting 06-24 Mayor until further upcoming provisions.

Domestic flights to Ambon, Referring to the Circular Letter of the Governor of Maluku Province Number 451-52 of 2021, we hereby convey the following requirements for flights to Maluku Province for the period May 6th – May 24th, 2021

  1. Travel restrictions/travel outside the area, during the holy months of Ramadan and Eid-al-Fitr 1442 Hijriah are excluded for travelers with urgent needs for non-mass exodus interest for the period May 6th-May 17th, 2021:
    1. Work/business travel
    2. Sick family visit
    3. Family member mourning visit
    4. Pregnant woman and 1 family member as a companion, but for the purpose of childbirth, up to a maximum of 2 people can be assisted.
    5. Operational of law enforcement, order, and emergency services
  2. The requirements for travelers stated in point 9. an above, as follow:
    1. For flights during the elimination of the Eid al-Fitr mass exodus period (6-17 May 2021), passengers are required to show a printed certificate of:
      • The negative result of RT-PCR/rapid test Antigen/GeNose C19 no later than 1x24 hours before departure
      • Children under 5 years of age are not required to show a negative result of the RT-PCR/rapid test Antigen/test GeNose C19 as travel requirements.
  3. People traveling across cities/regencies/provinces/countries during the holy months of Ramadan and Eid-al-Fitr 1442 Hijriah are required to have a printout of a written travel permit or Exit / Entry Permit (SIKM) as a condition for traveling with the following conditions:
    1. For employees of government agencies / State Civil Apparatus (ASN), employees of State-Owned Enterprises (BUMN) / Regionally Owned Enterprises (BUMD), Indonesian National Army soldiers, and Indonesian Police members, must attach a printed copy of a written permit from an Echelon II level official equipped with a wet-sealed signature / electronic signature of the authorized official and the identity of the traveler.

  4. Travel permit / entry-exit permit (SIKM) as referred to in point 1.c has the following applicable conditions:
    1. Can be applied offline at the Ambon City Hall Administration Service Unit and online at the following link here.
    2. Applicable individually
    3. Valid for one round trip across cities/regencies/provinces/countries
    4. It is mandatory for adult travelers aged 17 years and over
    5. Travelers from outside Maluku Province by air are required to have SIKM
    6. Travelers from Maluku Province to outside Maluku Province by air are required to have SIKM issued by the Regency / City of origin
  5. Passengers who cannot show an exit/entry permit (SIKM) are required to provide a written travel permit referring to the provisions of the Task Force for COVID-19 Handling Circular Letter Number 13 of 2021 or Point N.3 Additional Terms and Conditions for Passenger Travel During the Mass Exodus Period 6-17 May 2021 or Point No.3 stated above.

People who are eligible to travel as above (both Indonesian Citizens & Foreign Citizens) are required to provide the documents as follows based on their category and destination upon traveling:

Route Cities

Health certificate of negative RT-PCR test results, issued within a maximum period of 3 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure, or a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport.

Health certificate of negative RT-PCR test results or negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure, or a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport.

  • Children under 5 years of age are not required to show negative results of the PCR-based swab test, the Antigen Rapid test, or the Antibody Rapid Test or GeNose C19 test (does not require a COVID-19 free certificate).
  • This provision is based on the Task Force for the Acceleration of COVID-19 Handling Circular Number 12 of 2021, Ministry of Transportation Circular Number 26 of 2021 and the Circular of the Governor of Bali Number 07 of 2021 and effective since April 01, 2021 until further notice.
To Pontianak    
  • Passengers are required to show a certificate of negative RT-PCR test results, issued within a maximum period of 3 x 24 hours before departure and fill in the Indonesian e-HAC;
  • While in West Kalimantan Province, Passengers are required to have a certificate of negative results of the PCR-based swab test with a validity period of 7 days from the date of inspection.
  • Children under 5 years of age are not required to show negative results of the PCR-based swab test, the Antigen Rapid test, or the Antibody Rapid Test (does not require a COVID-19 free certificate).
  • Special provision for the return of students and Santri to West Kalimantan during the Enactment of Micro-based Restrictions on Community Activities (PPKM), effective April 28, 2021 until further notice:
    • Present the print out showing negative results of RT-PCR test no later than 3 x 24 hours before departure
    • Present student card or a certificate from their Islamic boarding school
    • Upon arrival at any airports of West Kalimantan area, students are required to join the RT-PCR Swab inspection at both the arrival airport and the West Kalimantan Provincial Health Office / District Health Office (according to local authority provisions)
    • These provisions only apply for Islamic Boarding School Student and does not apply to the students’ family.
  • This provision is based on the Task Force for the Acceleration of COVID-19 Handling Circular Number 12 of 2021 & West Kalimantan Governor Regulation No 47 of 2021, Circular of the Task Force for the Acceleration of Handling COVID-19 of West Kalimantan Province No 445/2640/DINKES-YANKES. An effective starting from 28 April 2021 and/or until further notice.
To Labuan Bajo 
   
  • Labuan Bajo tourists/visitors are required to fill online registration as an additional requirement, where could be accessed here
Intra East Nusa Tenggara (NTT)    
Not required to enclose rapid test or PCR/Swab Test result, but required to fill a Health Alert Card from the Indonesian Ministry of Health via E-HAC application (Electronic Health Alert Card)
To West Papua    
  • Passengers are required to show a health certificate with:
    • a negative RT-PCR test result issued within a maximum period of 3 x 24 hours before departure or
    • a negative rapid antigen test result issued within a maximum period of 2 x 24 hours before departure or
    • a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport
    and must fill out Indonesia's e-HAC.
  • Children under 5 years of age are not required to show a negative result of the PCR-based swab test, the Rapid Antigen test, or GeNose C19 test and can use the Antibody Rapid Test.

      Foreign national travelers from all foreign countries are temporarily prohibited to enter Indonesia either directly or by transiting in a foreign country, unless those who meet the following criteria:
      • In accordance with the provisions in Permenkumham No. 26 of 2020 concerning Visas and Stay Permits in the New Habit Adaptation Period clicks the button Travel Restrictions to Indonesia below for detailed information.
      • In accordance with the bilateral Travel Corridor Arrangement (TCA) agreement scheme;
      • Obtaining special consideration/permission in writing from the Ministry / Agency.

        Foreign National Passengers are required to show negative results through the RT-PCR test in the country of origin which is valid 3 x 24 hours before departure and required to fill out e-HAC international Indonesia.

        Foreign nationals who meet one of the above criteria but have a history of travel to India within 14 (fourteen) days, they are still unable to enter Indonesian territory. [Referring to the Circular of the Ministry of Law and Human Rights of the Republic of Indonesia, Directorate General of Immigration No. IMIGR.01.01-087]

  • Health Protocols for International Passenger Flight to Indonesia
    All International Traveller, both Indonesian Nationals (WNI) and Foreign Nationals (WNA) must comply with the following terms/conditions:
    1. Comply with the health protocol stipulated by the government
    2. Required to show a negative result of RT-PCR test conducted in the country of origin which samples are taken within a maximum period of 3 x 24 hours before the time of departure and attached it at the time of arrival health check or at Indonesian International e-HAC verification.
    3. Upon arrival, RT-PCR retest is carried out for travelers and they are required to undergo a 5-day quarantine, with provisions as follow:
      • For Indonesian Nationals (Indonesian Migrant Workers (PMI); Student; or Government Employees) who returned from an official trip abroad at Wisma Pademangan in accordance with the Decree of the Chairperson of the Task Force for Handling COVID-19 Number 8 of 2021 at the expense of the Government
      • For Indonesian citizens outside the criteria as mentioned before and for foreigners, including foreign diplomats, outside the head of the foreign representative and the family of the head of the foreign representative, are required to undergo quarantine at a quarantine accommodation that has received certification for the implementation of COVID-19 quarantine by the Ministry of Health at their own expense.
    4. Chief of foreign country representatives and their family who are assigned to Indonesia may carry out a self-quarantine at their residence for 5 days as specified in point number 3;
    5. In the event that the RT-PCR re-examination result conducted on arrival time shows a positive result, medical treatments in a hospital will be given to Indonesian nationals at government expense and foreign nationals at their own expense.
    6. In the event that a foreign Nationals (WNA) is unable to pay for self-quarantine and/or treatment at the hospital, the sponsor, ministry/institution / state-owned company that has given consideration to the entry permit for the foreigner can be held accountable.
    7. After 5-days of quarantine counted from the arrival date, Indonesian and Foreign nationals are required to re-undergo RT-PCR.
    8. In the event that the RT-PCR re-examination as stated in point number 7 shows a negative result, the Indonesian and Foreign national travelers are allowed to continue the journey and recommended to carry out self-quarantine for 14 days and implement health protocols;
    9. In the event that the RT-PCR re-examination as stated in point number 7 shows a positive result, medical treatments in a hospital will be given to Indonesia nationals at government expense and foreign nationals at their own expense.
  • This provision is based on the Circular Letter of the Task Force for the Acceleration of Handling COVID-19 Number 8 of 2021 and effective starting from 9 February 2021 until further notice.

Tokyo - Haneda International Airport (HND) & Osaka - Kansai International Airport (KIX)
  • Starting from 10 March 2021 until further notice, all foreign nationals are not allowed to enter Japan even though they have a Japanese Visa.

  • All passengers (including Japanese nationals) with flights to Japan are required to provide the COVID-19 Negative PCR test result in English which listed the type of test sampling method, namely the Nasopharyngeal swab or Saliva method, within 72 hours prior to departure.  If the passenger is unable to provide the results of this test, they will not be allowed to enter Japan under the Japanese Quarantine Law.  Starting from March 19, 2021, passengers who are unable to provide a negative PCR test result for COVID-19 in English and in which does not list the type of test sampling method, namely the Nasopharyngeal swab or Saliva method,  will not be able to board the plane bound for Japan.

Seoul - Incheon International Airport (ICN)
- Foreign National Passengers must have a printed medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 72 hours before departure from the first embarkation point. The certificate must be in English, Korean or accompanied by a certified English or Korean translation. The name in the certificate must match the name on the passport.
- Starting May 3, 2021, Passengers who are citizens of 21 countries who are allowed to enter South Korea without a visa, must have an approved K-ETA [see here].
- Passengers must complete and submit the Facility Quarantine Consent form. For detailed information, kindly always refer to the official IATA website and the official Korean government website
- Starting May 5, 2021, passengers who have been vaccinated in South Korea and leave South Korea after 14 days of vaccination, will be subject to exemption from quarantine when returning to South Korea, except for passengers who have a history of travel to countries that are exempted from this program. Amsterdam - Schipol International Airport (AMS)

  1. Per 22 January 2021, Passengers traveling to Australia must be tested for COVID-19 72 hours or less prior to departure, and display evidence of a negative PCR test result and also applies to every passenger from the age of 5 years and over, more info here

Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government.

Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in. Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

 

Wear Masks Onboard & in Airport Area

Every passenger is required to put on a mask at the airport and during flight. Garuda Indonesia also urges passengers to prepare their own masks as well as their own personal hygiene kits according to their individual needs before the flight.

Electronic Health Alert Card (E-HAC)

For those of you entering Indonesia and or flying domestic flights within Indonesia, you are required to fill a Health Alert Card from the Indonesian Ministry of Health. It is no longer possible to fill in manually, therefore we suggest using E-HAC (Electronic Health Alert Card) that can be accessed on:

  • For domestic flights, on some airports, passengers are required to go through a Health Certificate verification & validation process by Health Port Authority or local authorities.
  • For flights departing from Soekarno-Hatta International Airport (CGK), the verification & validation process will be done by Soekarno-Hatta Health Port Authority at Gate 3 Terminal 3 building.

Electronic Validation Health Certificate with E-HAC

  1. Now you can directly validate the health test results on the e-HAC application at the check-in counter at Soekarno Hatta Airport (CGK) Terminal 3 if you already have the QR Code of the medical test results.
  2. Following are the steps for electronic validation:
    1. Show test results on: Health Passport menu> List of Lab Test > Applicable test results will appear green, OR
    2. Scan the barcode on: VaksinKu Menu> QR Code Certificate
  3. If you don't find a Covid-19 test result like the steps above, you must manually validate at the KKP counter.

Garuda Indonesia has adopted a flexible policy regarding rescheduling and rerouting mechanisms for all flight services domestic and international routes & code-share flights (except the Middle East & Africa) with the following terms & conditions:

Terms

  • You can choose between rescheduling or rerouting your flight for 1 time only without any rebooking fee
  • Reschedule without any additional charge applies only to the same route and same cabin of flight (regardless the fare class) to dates outside black-out period until December 31, 2022
    If the new travel dates fall on the black-out period, fare differences and taxes apply
  • Reroute without any additional charge applies to a flight of equal or lesser value
  • If you haven’t decided your new itinerary, you may extend your ticket validity until December 31, 2022
  • Refunds are possible with a Travel Voucher
    Travel Vouchers can be exchanged for Garuda Indonesia tickets for travel until 31 December 2022 or other Garuda Indonesia products. Travel Voucher redemption can be made until 31 December 2022 at Garuda Indonesia sales offices
  • No show fee will be applied if the reservation is not canceled (through rescheduling/rerouting/extend ticket validity or refund) by the passenger before departure
  • For code-share flights with other airlines, rescheduling must be to the same fare-class. For a different fare-class, there will be an additional charge

Terms

  • Change of schedule, route, or flight cancellations are possible by following the applied provisions of the ticket fare rules which there may be changes fee, refund fee, no show fee or other fees.
  • Refunds are possible in the Travel Voucher after deducting the cancellation fee (refund fee) and no show fee if any.
    Travel Vouchers can be exchanged for Garuda Indonesia tickets for travel until 31 December 2022 or other Garuda Indonesia products. Travel Voucher redemption can be made until 31 December 2022 at Garuda Indonesia sales offices.

The Indonesian authorities have taken the following steps to further limit the risk of community spread in Indonesia with the restrictions on the visit of Foreign Citizens to enter Indonesia effective 09 February 2021 until further notice, based on SE Satgas Penanganan Covid-19 No 8 of 2021. Referring to Regulation of Minister of Law and Human Rights Number 26 of 2020 regarding Visa and Stay extension Permit in Indonesia, herewith we deliver several provisions Visa and/or Stay Permit as referred consist of:

  1. Official Visa;
  2. Diplomatic Visa;
  3. Visitor Visa;
  4. Temporary Stay Visa;
  5. Official Stay Permit;
  6. Diplomatic Stay Permit;
  7. Temporary Stay Permit (KITAS); and
  8. Permanent Stay (KITAP).

And Following up on the Circular of the Ministry of Law and Human Rights of the Republic of Indonesia, Directorate General of Immigration No. IMI-GR.01.01-0873 Regarding
Temporary Restrictions on the Entry of Travellers to Indonesian Territories, thus, starting April 24, 2021, until further notice:

  1. For foreign citizens who have a history of travel in India within 14 (fourteen) days, they cannot enter Indonesian territory.
  2. Indonesian citizens who have a history of travel in India within 14 (fourteen) days can only enter Indonesian territory through:
    1. Immigration Checkpoint Soekarno-Hatta Airport Tangerang (CGK)
    2. Immigration Checkpoint Juanda Airport Surabaya (SUB)
    3. Immigration Checkpoint Kualanamu Airport Medan (KNO)
    4. Immigration Checkpoint Sam Ratulangi Airport Manado (MDC)

As for foreign citizens with the above conditions can enter Indonesian territory by the following requirements in the table above

Information of the policy can be accessed through Visa and Stay Permit in the New Normal. These measures are temporary and shall be evaluated pursuant to further development.

THE IN-FLIGHT MEAL & IN-FLIGHT ENTERTAINMENT ADJUSTMENTS DURING NEW NORMAL

As an effort to prevent the spread of COVID-19 through cross-contamination, Garuda Indonesia has adjusted the in-flight service since April 15, 2020 on selected routes. This adjustment based on Indonesian Government policy and each destination country’s policy. Then, Garuda Indonesia increases preventive measures, such as:

  1. Adjust the in-flight meal service by using mono-use cutlery on all classes of domestic route flights and some international routes such as Jakarta-Singapore (PP) and Jakarta-Kuala Lumpur (PP). For more information, click here.
  2. Temporarily suspend the Book Your Meal service and adjust the availability of Special Meal on selected international flights and all domestic flights since April 1, 2020 until further notice
  3. Temporarily suspend candy, welcome drink service, galley snack service, table cloth, menu cards on board
  4. Temporarily suspend newspapers, pillows, and limit the availability of blankets on some flights to avoid direct contact with others
  5. Change the headrest cover after landed
  6. Temporarily suspend loose amenities on Singapore and Kuala Lumpur Business Class flights

Aircrafts Hygiene

Garuda Indonesia is strengthening the preventive action towards the spread of COVID-19 by disinfecting aircraft to assure its cabin cleanliness as well as doing sterilization to kill all germs and viruses. Disinfection applied thoroughly to the cabin areas that directly contact passengers, for instance, lavatory, seat, tray tables, headrest, seat armrests, overhead compartment, and galley.

Before each departure, Garuda Indonesia also stepping up deep daily cleaning and transit cleaning to mitigate any risks related to the outbreak.

Aside from that, all Garuda Indonesia aircraft is equipped with  HEPA (High-Efficiency Particulate Air). HEPA filter is a cabin air filter system. The aircraft filtration systems in cabins can filter 99.999 percent of dust particles and airborne contaminants such as viruses and bacteria ensuring the highest possible quality of cabin air.

Passengers Health & Social Distancing

The cabin crew also required to check their health condition before and after duty. Other than that, our cabin crew wears masks and hand gloves when serving.

Garuda Indonesia is actively educating passengers to take care of their health especially when they are about to have a flight, to ensure it we also check your body temperatures upon boarding. We also provide hand sanitizers on every touch-point pre-flight and onboard.

We also highly put our efforts to implement social distancing for our passengers on board by giving an empty seat between each passenger.

As an effort to prevent the spread of COVID-19, Garuda Indonesia applied policy adjustments to services in the lounge. This adjustment is made in accordance with the policies of the Government of Indonesia and the COVID-19 protocol by increasing the following preventive measures:

  1. Body temperature check in the lounge entrance area
  2. Wearing a mask while in the lounge is mandatory, except when eating and drinking
  3. Physical distancing in seat arrangement
  4. Passengers are required to wash their hands with soap and use the provided hand sanitizer
  5. Digital reading material is available
  6. Passengers are allowed to bring their own drinking vessel
  7. Capacity limitation is applied hence it affects to access the lounge at certain times
  8. In peak periods according to the conditions of each lounge, GarudaMiles Platinum members are allowed to enter the lounge 2 hours before departure time
